A proposal was made to reply with “Support” for this application. The proposal was seconded and all Cllrs were in favour.

24/39. PLANNING. Discuss and vote on S/HOU/24/0953. Single storey rear extension. 13 Cambrai Road.

A proposal was made to reply with “Support” for this application. The proposal was seconded and all Cllrs were in favour.

24/40.  PLANNING. Discuss and vote on whether to offer further comment to the appeal with the planning inspectorate over the SBC refusal of planning application S/HOU/24/0409 28 Carisbrooke Terrace, Two storey/first floor side extensions, single storey rear extension, and erect detached garden shed.

The Parish Council originally responded with an objection due to the scale of the proposed extension but noted that if the plans were scaled back to allow 1 metre to each boundary line then the council would be minded to support.

A proposal was made to offer no further comments to the inspectorate. The proposal was seconded and all Cllrs were in favour.

24/41. Planning. Discussion & vote on any planning applications received from Swindon Borough Council after the agenda is published.  Published on the councils Facebook page and on the councils website.  There were none.

24/42. PLANNING. Review quote for planning assistance with Hannick Homes planning application. (When it’s submitted)

A proposal was made to approve 5 hours maximum of work from Andrea Pellegram Ltd at £120 per hour for assistance.  If further assistance is required then the Clerk has delegated power to approve more hours with input from the Council Chairman and Planning Committee Chairman. The proposal was seconded and all Cllrs were in favour.

24/43. HIGHWAYS.  Approve costs for SID on New Road installation. (Speed Indicator Device) Device already approved for purchase.

A proposal was made to approve costs from Allbuild of £430 to provide post and install the SID, plus £240 to provide 2 ground sockets and install them on site, plus £100 from Stocksigns for the bracket to attach the SID to the post. (all plus VAT). The proposal was seconded and all Cllrs were in favour.

24/44. HIGHWAYS.  Residents report of narrow road issues on High Street.

The issue was discussed and sadly due to the narrow nature of this lane there is little of a physical nature that can be done.

A proposal was made for the Clerk to contact the local PCSO’s to ask if they could visit the area and talk to anyone who’s parking would block emergency traffic, or access to a residents property.  The proposal was seconded and all Cllrs were in favour.

24/45. HIGHWAYS. Approve Draycot Foliat layby drawings from SBC Highways.

A proposal was made to approve the drawings so that the work can proceed. The proposal was seconded and all Cllrs were in favour.

24/46. HIGHWAYS. Approve Windmill Piece layby drawings from SBC Highways.

A proposal was made to approve the drawings so that the work can proceed. The proposal was seconded and all Cllrs were in favour.

24/47. HIGHWAYS. Discussion of outstanding items with SBC.

The various projects such as New Road Build Out, New Road re-surfacing, A345/New Road junction safety, and New Road/Hodson Road weight limit were all discussed so new Cllrs understood the current position of those applications.  (All are waiting for SBC input/decisions)

The committee felt the Parish Council should strongly request our 3 Ward Cllrs challenge SBC with the delays on these projects and require SBC to come to a planning meeting to provide updates and outcomes.  The PC will be willing to attend a meeting at SBC offices to facilitate this.

A proposal was made for the Clerk to write to our 3 Ward Cllrs, asking for robust action in obtaining definitive answers from SBC with regards to the projects above. The proposal was seconded and all Cllrs were in favour.

24/48. TRANSPORT. No items

24/49. Recreation Ground Improvement. Review heads of terms provided by landowner for phase 1 of the improvement plan and review quotes from solicitors to provide advice on whether the terms were acceptable.

It was decided that further quotes were required and the item will be brought back to the September planning agenda.

24/50. Review and approve committee Terms of Reference.

A proposal was made to approve the TOR for the committee. The proposal was seconded and all Cllrs were in favour.

Cllr Kearsey – discussion on whether crossing point is required on New Road, in the location of Station Road/Castle View Road.  It is appreciated a TRO would be needed.

The Clerk has an action to send out the previous council decision on whether to still hold August meetings.
