Update at meeting: Cllr Hopkins advised at the meeting there are capacity issues within Highways at SBC and a long waiting list of jobs. This is an item that he will continue to raise and push at the appropriate time when they’ve got the capacity. PENDING.

Clerk 24/96. Chase solicitor draft email for estate. Chased twice. No response yet.  I will contact their head office in a couple of days to see if this gets action. 24/129 – Clerk to call the office as well.  NO LONGER NEEDED AS LETTER APPROVED AND SENT.

Clerk 24/113. Get 3 quotes for concrete and 3 quotes for bollards to be installed on the verge, on the corner of Castle View Road/New Road T junction. PENDING. For April meeting.

Clerk 24/114. Initiate process for TRO that is required for the Draycot Foliat layby and speed limit changes. DONE. SBC advised.

Clerk 24/117. Add item to review and vote on costs of £500 to update the costings for the new rec ground building works to the next full council agenda. NOT NEEDED. For when work progresses.

A proposal was made to send support for this application. The proposal was seconded and all Cllrs were in favour.

24/139. PLANNING. Discussion & vote on any planning applications received from Swindon Borough Council after the agenda is published.  Published on the councils Facebook page and on the councils website.  There were none.

24/140. TRANSPORT. No items on the agenda but the following issues were raised for follow up:

  • Make sure SBC paint the white lines at Badbury after the hedge was cut.  Remind W.Cllr Sumner.
  • Chase W.Cllrs with regards to Baldwin Close flooding issue after New Road was re-surfaced.

24/141. Rec Ground improvement. No update. It is hoped that the April full council meeting will vote on whether to replace the roof or close the hall.

24/142. HIGHWAYS. To vote on whether to accept SBC’s quote for hedge removal at Draycot Foliat or whether to gather more quotes. To also vote on whether to postpone the hedge works until after nesting season.

A proposal was made to gather more quotes and wait for the work to be done until nesting season is over. The proposal was seconded and all Cllrs were in favour.

24/143. HIGHWAYS. To vote on costs of £75.00 plus VAT to move the SID on New Road to the other New Road location. Allbuild to do the work.

24/144. HIGHWAYS. To vote on the content of a letter of complaint to send to the Western Area Transport Office with regards to Earthline.

A proposal was made to send a letter of complaint with regards to Earthline being on site at Wroughton still. The proposal was seconded and all Cllrs were in favour. Cllr Jackson will draft a letter for approval that the Clerk can send.

The letter will note the fact that SBC enforcement had successfully won a case to have Earthline leave the site, plus environmental and highways issues the vehicles are causing within the parish.

24/145. HIGHWAYS. To vote on whether to use CIL funds for path improvements at Chiseldon/Hodson/Burderop Park, and whether to get quotes so the scale of the project is understood.

There was no vote to use CIL at this time as the scale of the project was unknown and also whether this would benefit enough of the parish for CIL funds to be approved.

A proposal was made to get quotes for the work in 2 stages; clearing the existing path from Chiseldon to Hodson and to create a new path from Hodson to Burderop Park. The proposal was seconded and all Cllrs were in favour.   This will allow the council to see if it’s feasible to fund or part fund the work as the amounts are presumed to be excessive at this time due to SBC requirements for creating a new path and protecting the workforce from traffic etc.

24/146. HIGHWAYS. To approve the content of a letter to send to SBC with regards to outstanding Highways issues that still need resolving.

A proposal was made to approve the draft letter to SBC containing the outstanding highways issues. The proposal was seconded and all Cllrs were in favour.  The Clerk will publish the letter once its sent to SBC.

24/147. Neighbourhood Plan.  To approve the costs of £1464.14 plus VAT to Andrea Pellegram Limited for Regulation 16 feedback and examiner work.

A proposal was made to pay this invoice. The proposal was seconded and all Cllrs were in favour.

24/148. Items for the next agenda.

For full council – how to either merge meetings or make them less time consuming for those with extensive personal commitments.   Consider no meetings in Aug and Dec or merging committee meetings into Full Council for those months.
