Highways England are planning improvements to the M4 J15, along with the A419/A346. These will be major works so long delays are to be expected. This will also consist of the closure of DayHouse Lane whilst the bridge over the A419 is rebuilt and a proposed no right hand turn into Badbury from the A346.
We will publish more information as we receive it.
80 and 81 bus route
Whilst New Road is closed, the 80 and 81 buses are following a diverted route:
From Landmark, the bus will turn left at the end of Mays Lane, onto the open section of New Road and turn right at the T-Junction onto the A436. It will then take the next right onto The Ridgeway at the farm shop.
The 80 will then proceed on this road to Draycott and the 81 will turn right, go back into Chiseldon and proceed on route past the Patriots Arms.
We will do the same in reverse for the return journey.

M4 Junctions 15 to 14 Eastbound Closure – Friday 4 February 2022
I’m writing to advise that work will be taking place shortly, on the M4 eastbound carriageway to reconnect communication sensors beneath the carriageway near Liddington.
For the safety of our workforce and customers, we will be closing the M4 eastbound carriageway from junction 15 (Swindon) and junction 14 (Hungerford) overnight on Friday 4 February 2022. The road will be closed from 9pm to 6am, during which time a signed diversion will be in place via the A346, A4 and A338.
Access will be maintained for emergency service vehicles on blue light calls only.
Please note that this closure is subject to change due to weather conditions or unforeseen circumstances; it will be advertised on yellow signs placed in advance alongside the M4 and on our South-East Twitter page (@HighwaysSEAST).

Marlborough Road closure update from Swindon Borough Council:
We have been working with ward councillors and the contractors responsible to ensure a replacement shuttle bus service is provided in the morning and evening peaks between Alexandra Park, Thorney Park and Wroughton to help those residents impacted by the Marlborough Road closure in Wroughton. This is being funded by those responsible for the work.
The shuttle service is being provided by 4K Travel to supplement the revised Stagecoach Service 81/82 timetable. Times will be kept as close to the original as possible, but for the latest departures please call 01793 677192.
Those people living between Wroughton and Chiseldon affected by the Marlborough Road closure who have difficulty in accessing public transport can use the Steps for You service provided by Akcess by calling 01793 677191.
We have also been working with local schools to ensure school transport is maintained for those who use it.
Although this closure is being undertaken by third parties, we have been working with partners to try and keep disruption to a minimum.
Conlon and Instalcom, who are responsible for the work, have a legal right to undertake the works for the new Brimble Hill Data Centre and the Bellway development; by working with the developers and contractors we have limited disruption to 12 weeks rather than ongoing closures throughout the year.
Marlborough Road Closure
Update as of Weds 5th Jan 2022 11.30am (also works to follow requiring closure of Moormead Rd)
Councillors Brian Ford, David Martyn, Jenny Jefferies (Chiseldon) & Robert Buckland MP and I have had 1 meeting with Conlon & Instalcom & Bellway, and 2 meetings with the Leader, Deputy Leader & Cabinet Member at Swindon Borough Council (SBC), the second with a senior highways officer. We have tried to stop this by suggesting alternative routes, but these were refused. The Data Centre has a legal right to lay the data cables in the road and to do it in the way in which it’s being done.
As your Borough Council representatives, we believe we should have been consulted and brought into the discussions with the developers and contractors at a much earlier stage and we expect to be given details of the lessons learned to ensure that no-one is put into this position again. Here is the latest update on the issues which we’ve raised with Swindon Borough Council (SBC):
Public Bus Service
1. Registration of the revised Service 81 has been sent to the Traffic Commissioner for approval today with our support. The proposed start date is 9th January as all operational changes are made on a Sunday. SBC will confirm when the change has been approved and the timetable can be publicised.
2. Stagecoach will provide an update on their communication strategy next week, and they have been asked to ensure bus stops and buses are updated with the new timetable.
3. We have requested how SBC & the contractor will ensure that residents in Alexandra Park, Langton Park & Thorney Park are not isolated through lack of a bus service. SBC is trying to get funding agreed for a mini-bus service to cover some of the routes. We await an update.
School Buses
4. Swindon’s Bus Company have no commercial school services affected by the road closure, these will run as normal.
5. The R23 from Bishopstone, Hinton Parva, Wanborough, Chiseldon, and Thorney Park to Ridgeway School will run 20 minutes earlier in the morning
6. Barnes Coaches will need to provide an additional vehicle in the afternoon as otherwise scheduling could leave Ridgeway students waiting 30-45 minutes. We await an update.
7. We are still awaiting an update on transport for those children with special educational needs.
8. SBC Education will update schools & parents directly, and also by social media.
Traffic Management
9. SBC advise: ‘Conlon and Instalcom are doing more than they are required to do in terms of traffic management, including signage. The Council is not in a position to provide additional signage or ‘man’ the traffic management without an alternative funding stream being approved. We have asked Conlon and Instalcom to provide additional signs, specifically for Priors Hill and in Chiseldon as requested; should they agree, there may be a delay in delivery as we are now reliant on third parties. Officers will monitor the works, including the traffic management, on a daily basis.’
10. Conlon and Instalcom have confirmed to SBC that they are providing additional traffic management to mitigate vehicles trying to traverse Marlborough Road when it is closed; Officers will monitor this daily and should any operational changes be required, they will notify us as Borough Councillors.
11. SBC advise that Officers will be monitor the impact of additional journey times on a daily basis.
Impact on residents requiring health care and/or additional support:
12. As noted above, we understand journey times will vary throughout the day and when the diversion is in place SBC will monitor this on a daily basis. SBC confirmed that emergency vehicles will have full access to properties throughout the closure.
Impact on residents who have planned maintenance / construction or deliveries:
13. Access to properties will be maintained and with advance notice of any significant deliveries, Conlon have confirmed these will be accommodated. SBC advise they will monitor this closely to ensure disruption to the utility work is minimised in order that the work is completed as quickly as possible.
Waste collection:
14. Conlon are currently discussing the detailed programme with SBC to ensure waste services can be maintained; SBC will provide an update as soon as the schedule is confirmed.
Temporary parking restrictions:
15. Marlborough Road residents will have the use of the parking in the Bellway site whilst works are undertaken.
Works Programme
16. Some residents have requested overnight working to reduce the closure period. SBC officers advise that whilst the contractors may be prepared to undertake overnight working, this is likely to cause significant disruption to residents due to the nature of the works and is not something they would recommend considering further at this time.
17. Some houses front the road. Ie: they have no pavement or garden, so the impact on them and their wellbeing would be considerable.
18. SBC has reviewed the programme and they have assessed the options in detail with the contractors. SBC advises that due to the multiple work areas within the closure being operational at the same time, the closure will need the full extent at all times. The installation of the cables for the Data Centre are complex and time sensitive.
19. As soon as it is safe to minimise site and ‘bring in’ the closure, SBC will instruct Conlon to do this.
Communication Strategy
20. Whilst SBC is not undertaking the works, they have agreed at our request to ask the contractor to provide weekly updates for distribution to residents.
21. Should any unforeseen issues arise, SBC will highlight this as quickly as possible. They have confirmed they will notify us of the mitigating action the contractor is undertaking to resolve these issues.
22. As your Borough Councillors, we would also post updates on fb to try to update as many people as quickly as possible.

We do understand the impact on residents as 3 of us are directly impacted in different ways by this closure. We are all continuing to work very hard to get answers to the issues which are still unresolved.
Moormead Road Closure
We have been advised that immediately following the completion of the works on Marlborough Road, there will be an 8 week closure of Moormead Road in the vicinity of the Three Tuns roundabout. The decision to close Moormead Road is not a decision which we have made as councillors. We do not have any details as to the extent of this closure or where it will start & finish. We’re still awaiting clarification but we believe it’s to enable the connection of the data cables at the BT site on Moormead Road. We’ve been told that vehicles will be re-routed via Perrys Lane and that also causes us major concerns which we have already raised with SBC. We have also requested an urgent meeting to discuss these concerns and the impact this will have on residents. We will post further updates as soon as we have them.

As your Ward Councillor I apologise for the lack of advance notice on this closure.
Ward Councillors for both Chiseldon and Wroughton were not informed until 23rd December 2021. We had not been consulted .
Although we in Chiseldon are not in the ward that is facing the closure, it will have a direct impact on Chiseldon Parish residents.
This closure has not been thoroughly thought through , and no consideration has been given to the effect on Chiseldon residents access to Education and medical services.
I am currently speaking with all concerned agencies as to how , the effects of the closure can be minimised.

Carrisbrook Terrace - Proposed Works
These works involve resurfacing of the carriageway, installation of new road markings and the adjustment of surface ironwork.
The works will commence on Friday 19th November 2021 for 1 day between the hours of 08:00 and 18:00, however, on occasions they may over run due to uncontrollable circumstances such as plant breakdowns, if weather conditions are unfavourable, or occasionally we discover the need for additional repairs once the work has started. From 2.11.21 the M4 bridge at Hodson has been re-opened. It remains traffic light controlled for single lane traffic.

Bridge deck - Broome Manor Lane (Burderop Wood) - delayed opening
Highways England operates, maintains and improves England’s motorways and major A roads.
Further to our letter of March 2021, we’re writing to update you on works to this bridge deck.
Upon removal of the surfacing and waterproofing, unforeseen erosion of the concrete bridge deck was revealed. This has meant additional concrete repairs had to be carried out and our planned reopening has been delayed.
The bridge will now re-open on 31 October 2021 ahead of the August bank holiday weekend. Please accept our apologies in advance for any inconvenience this may cause.
M4 J15 / A346 / A419 overnight closures 23 July to 7 September 2021
Highways England operates, maintains and improves England’s motorways and major A roads. We’re currently upgrading the approaches to M4 J15 and the A419, as part of these works the following overnight closures will be in place. Please note, the road will be open as usual during the day and over the weekend.
23 July to 10 August – Mon to Fri overnight 8pm to 6am
The east side of the J15 roundabout will be closed and there will be no access onto the roundabout from the A419 southbound. The M4 westbound exit-slip and M4 eastbound entry-slip will also be closed.

The west side of the J15 roundabout will be closed and there will be no access onto the roundabout from the A346 northbound, or off the roundabout to the A419 northbound. The M4 eastbound exit-slip and M4 westbound entry-slip will also be closed.

M4 Junctions 15 to 14 Eastbound Resurfacing
We’ll shortly be carrying out resurfacing work along a section of the M4 eastbound carriageway near Liddington.
For the safety of our workforce and customers, we will be closing the M4 eastbound carriageway between junctions 15 and 14 over 10 nights starting on Monday 7 June 2021 (9pm to 6am, Monday to Friday nights only).
During the closure, a signed diversion will be in place via the A346, A4 and A338.
Access will be maintained for emergency service vehicles on blue light calls only.
Please note that these works are subject to change due to weather conditions or unforeseen circumstances. We’ll advertise the closures on yellow signs placed in advance alongside the M4 and on our Highways England South East Twitter page (@HighwaysSEAST).

Notice Of Temporary Road Closures In Highworth, Blunsdon, Badbury And Bishopstone, Swindon
This Order is being introduced to enable essential carriageway surfacing maintenance along key routes of North-East Swindon and will prohibit vehicles from proceeding on the following roads:
B4000 Shrivenham Road and Highworth Road between B4019 and borough boundary – traffic to be diverted via Shrivenham (Highworth Road, High Street and Longcot Road), Watchfield (Majors Road and A420 and , B4508
B4019 between Blunsdon and Stanton Fitzwarren, traffic to be diverted via A419, and A361 Highworth Road
B4019 at Eastrop, Highworth, traffic to be diverted via B4019, B4000 Shrivenham Road and Highworth Road, A420 from Shrivenham, through Watchfield and Great Coxwell, Coxwell Road and B4019 Highworth Road to Coleshill.
Badbury Lane from Berricot Lane and M4 bridge, traffic to be diverted via Medbourne Lane, B4192 Purley Road, Commonhead Roundabout, A419 Marlborough Road to Junction 15 Roundabout and A346 Marlborough Road, Chiseldon
Badbury Lane between A346 Marlborough Road and the un-named road from Badbury to The Ridgeway, traffic will be diverted via A346 Marlborough Road, The Ridgeway and the un-named road off the Ridgeway to Badbury.
Icknield Way, Bishopstone between West End Lane and Oxon Place and at Nell Hill, traffic to be diverted via New Town Lane, the un-named road from Bishopstone towards Bourton, at the junction turn right on the un-named road to Hinton Parva.
The Order will come into force on the 19 April 2021 for 18 months but works are to be phased, advance notice of the closures to be given on site. Access to be maintained for residents.

Day House Lane under bridge closure

M4 Broome Manor Lane overbridge closure for bridge deck refurbishment
Highways England will be carrying out a full bridge deck refurbishment of the Broome Manor Lane overbridge which crosses over the M4 between junctions 15 and 16. Starting on Monday 22 March 2021, with the construction works scheduled for completion in mid-June 2021. The work will be carried out under a full closure of the Broome Manor Lane overbridge, 24 hours a day. While the works take place the road and footway will be closed to all traffic, including cyclists and pedestrians.

- Overnight on the 25th January, the west side of M4 J15 will be closed from 8pm with no access permitted, from A346 northbound, to M4 westbound, from M4 eastbound and, to A419 northbound.
- Overnight on the 26th January, the east side of M4 J15 will be closed from 8pm, including closure of the A419 southbound and no access permitted to, the M4 eastbound, from the M4 westbound, or to the A346.
- During the night time closure periods of 8pm to 6am, local diversions will be in place.
M4 J15 Swindon congestion relief scheme
Highways England operates, maintains and improves England’s motorways and major A roads. This letter is to give advance warning of overnight closures.
Please be advised slip roads from the M5 J15 to the A419 will be closed overnight as follows:
- 14 & 15 December 2020 – A419 southbound to M4 J15 – east side slips will be closed from 8pm in the evening to 6am the following morning. During the day the road will remain open as usual.
- 16 & 17 December 2020 – A419 northbound from M4 J15 – west side slips will be closed from 8pm in the evening to 6am the following morning. During the day the road will remain open as usual.
During the closures locally signed diversions will be in place and we strongly encourage motorists to stick to the officially signed routes to avoid the use of unsuitable roads.

M4 J15 Improvement scheme - Update November 2020
We’re continuing to make good progress despite restrictions during the pandemic and changes in the way we work to ensure the safety of our workforce.
Drainage and embankment works are progressing well in the north east corner of the site on the A419, see below
We’ve started widening both the circulatory and the westbound off-slip and we’ve also cleared vegetation on the southwest corner in readiness for drainage works.
The next phase will see vegetation clearance being carried out on the southeast corner of the A419. Then we’ll begin reconstruction of the westbound off-slip carriageway, followed by drainage and widening works on both the southeast and southwest quadrants of the circulatory.

Reducing congestion at Junction 15 of the M4
Improvements to Junction 15 of the M4 and the A419 are due to start on Monday (10 August).
The £17.5m scheme led by Highways England will alleviate the bottleneck at both the motorway junction and on the A419 before new homes are built nearby and employment land is unlocked.
The 12-month programme of work will involve widening both the A419 and A346, as well as widening and lengthening the motorway junction.

As a reminder
- Day House Lane will be closed to all traffic from Monday (10 August).
- Work at A419 Southbound from Commonhead to Junction 15 will start on 14 August meaning the road will be closed for three nights.
Diversion route for traffic during M4 J15 works is confirmed
The confirmed diversion route for traffic whilst M4 J15 works are in progress is for traffic to turn off the A346 opposite the Farm shop along the Ridgeway Road, heading to Liddington. The route through Chiseldon via New Road is no longer part of the scheme.
Highways England unveils plans for congestion-busting scheme near Swindon
A multi-million pound scheme, which will tackle congestion and help unlock thousands of new homes in Swindon, will soon get under way.
Highways England, the company responsible for England’s motorways and major A roads, has teamed up with Swindon Borough Council, Swindon and Wiltshire Local Enterprise Partnership and developers Persimmon and Redrow to deliver extra lanes at M4 Junction 15 and improve local road access from the motorway.
The £17.5 million, 12-month project starts on 10 August and will improve journey times and reliability for motorists by tackling congestion at both the busy M4 junction and on the A419, particularly at peak times in the area.
Highways England’s Growth and Housing Fund has helped to support economic growth, facilitate employment opportunities and enable housing development across the country, and £5 million is being invested in the junction upgrade, which is being jointly funded by Swindon Borough Council (£4.8m), SWLEP (£3m) and Persimmon and Redrow (£4.35m).
The upgrade follows the start of two major Swindon Borough Council schemes – the Wichelstowe underpass project further south near M4 junction 16, and improvement work at the White Hart junction, a vital link between the A419 and A420.
The M4 junction 15 programme of work will involve:
- Widening of the A419 southbound approach to M4 J15 Commonhead Roundabout from 2 to 3 lanes, with a dedicated left lane for London-bound traffic;
- Widening of the A419 northbound exit from M4 J15 to 3 lanes up to the Highways England compound entrance, and back to 2 lanes north of the compound exit;
- Widening of the A346 to the south of M4 Junction 15 from 1 to 2 lanes; and from 2 to 3 lanes on the immediate approach to the roundabout;
- Widening of the M4 J15 eastbound exit slip road from 2 to 3 lanes;
- Lengthening of the 3-lane M4 J15 westbound exit slip road;
- Widening of the M4 J15 southern circulatory carriageway from 2 to 4 lanes;
- Upgrading existing footpaths and installing a new signalised pedestrian crossing over the M4 Junction 15 westbound entry slip road.
Mark Fox, South West Scheme Delivery Manager for Highways England, said: “Our roads are vital for the country and its economic success – they connect businesses and communities and support employment and new homes. All of our improvements will ultimately ensure our roads continue to improve journeys and unlock the potential for new jobs and homes.”
During the scheme, embankments will be cleared and remodelled, and the Day House Lane road, although closed to vehicles, will remain open for non-motorised users.
Throughout the project, any work requiring overnight closures and traffic management arrangements will be communicated in advance.
Mr Fox added: “We will make every effort to ensure that the impact on the local community is kept to an absolute minimum, we’ve started with some preparatory work, and as the scheme progresses we will communicate any changes via roadside signage.
“We appreciate that roadworks can be frustrating but we’d like to thank motorists in advance for their patience while this vital improvement scheme takes place.”
Swindon Borough Council’s £4.8m investment will complement more than £72.5m in road improvements at the nearby New Eastern Villages development.
Councillor Gary Sumner, Swindon Borough Council’s Cabinet Member for Strategic Infrastructure, Transport and Planning, said: “Anyone who has sat in the tailbacks at Junction 15 of the M4 at peak periods knows just why these improvements are needed.
“I am pleased this vital work is about to start as it will relieve congestion on what is a notoriously busy bottleneck. This is a further of example of the Council investing in the Borough’s road network to benefit both local residents and the wider Swindon economy.”
Paddy Bradley, CEO of the Swindon and Wiltshire Local Enterprise Partnership, said: “The scheme represents our continued commitment to local businesses and residents and the works will help ensure the economic growth of Swindon and the wider region is not hindered by traffic congestion and unreliable journey times.
“The collaboration between partners to bring together the necessary funding will lead to the improvement of major routes around Swindon to keep pace with the future development of the New Eastern Villages.”
Highways England’s Growth and Housing Fund has been used to match-fund infrastructure projects to unlock developments around the country.
The company has approved contributions to 28 projects at a total cost of £94.8 million. This investment has in turn attracted up to £129 million in other public contributions and £102 million in private match funding and is anticipated to deliver up to 1.74 million square metres of commercial floor space, 44,000 homes and 45,000 jobs over the lifetime of the developments.
To date the specialist fund has made huge improvements and brought benefits to local communities, unlocking homes and jobs in Exeter and Taunton elsewhere in the South West, as well as Darlington, Harrogate, Scunthorpe, Grantham, Warrington, Derby, Oldham, Northampton, Durham, Daventry, Leicester and Southampton.

A roads. I am writing to let you know we will begin improvement works on the M4 at J15
on 10 August 2020.
On occasion we will need to divert traffic through your Parish and we wanted to make
you aware of this in advance. A diversion will be in place on the B4192 and The
Ridgeway, to the A346 to Marlborough, then joining the A4 and the A388 to Hungerford,
before finally re-joining the M4. These diversions will be infrequent and will be in place
overnight between the hours of 8pm and 6am the following morning.
We will only use diversions when absolutely necessary. We will keep you informed via

M4 Junctions 12 (Theale, West Berkshire) to 15 (Swindon, Wiltshire) – Weekend Closures
Further to my letter in May, I wanted to advise that resurfacing work along the M4 between junctions 12 and 15 is ongoing and progressing well.
In July we have the first of our weekend closures along the M4. These are required as some sections of resurfacing will replace all layers down to the foundations. To allow time for the materials to harden, we will undertake this work whilst closing the M4 over entire weekend periods.
The first weekend closure is scheduled to take place from 9pm on Friday 3 July through to 6am on Monday 6 July 2020, and will be a closure of the M4 westbound carriageway between junction 13 and junction 14.
Further weekend closures have been scheduled for the following dates, but are subject to change:
- Friday 4 to Monday 7 September – M4 westbound between junction 13 and junction 14
- Friday 11 to Monday 14 September – M4 eastbound between junction 15 and junction 14
- Friday 2 to Monday 5 October – M4 eastbound between junction 13 and junction 12
Significant delays are expected during these weekend closures. We advise you to plan your journey and allow extra time or avoid this route if possible.
Please be aware that due to the current Covid-19 Pandemic, all our works are subject to change due to available resource by our Supply Chain, as well as possible adverse weather conditions – confirmed dates/timings for all closures will be displayed in advance on large yellow signs alongside the M4.

SBC Update 8.6.2020
- Regarding the alternative night-time diversion route set you outlined via The Ridgeway / B4192 / Purley Road / Commonhead – we have discussed and have an agreement in principle with Highways England on using this route as requested, instead of the route via New road and Chiseldon. (This is subject to final confirmation from Forest, the appointed traffic management company).
- Re-instating the banned right turn into Badbury from Marlborough Rd is also acceptable in principle to Highways England. However, this location was planned to be used to U-turn HGVs who may have missed the diversion. As the full carriageway width is required at this location to perform the manoeuvre, any extension to the centre island would impede the ability to turn HGVs here. HE are currently in discussion with Forest for alternative location for turning HGVs (possibly at the junction with The Ridgeway). Pending resolution on this point, the proposal to ban north bound right turns from Marlborough Road into Badbury would be reinstated as requested.
- The issue of provision of temporary passing bays on the north-south single carriageway width road between the village and The Ridgeway, which passes the nursing home, was also discussed with Highways England. The outcome was, that for a variety of reasons, this is not something that Highways England would currently be minded to do.However, it could be investigated further and potentially implemented as minor works by SBC as Local Highway Authority, (pending the outcome of discussions between HE and Forest on the right turn issue).
Notice of temporary road closure and speed restriction - A346 Marlborough Road, Chiseldon, Swindon
This Order is being introduced to allow Highways England to carry out works for the M4 Junction 15 improvement scheme and a dedicated lane from the A419 South Bound on to the M4 East Bound. The Order will prohibit vehicles from proceeding on the A346 Marlborough Road both north and southbound from its junction with B4005 New Road to its junction with the M4 Junction 15 Badbury Roundabout and the section of Day House Lane 300 metres at each side of the bridge going under the A419. A 30mph speed limit is to be imposed on the approach/exit lanes including the circulatory carriageway of Badbury Roundabout.
For the A346 Marlborough Road closure traffic will be diverted via B4005 (New Road (Chiseldon), Hodson Road, Brimble Hill, Marlborough Road, Devizes Road, High Street, Wharf Road and Hay Lane (Wroughton) to Junction 16, A3102 Great Western Way, B4006 Great Western Way, B4289 Great Western Way to Transfer Bridges, A4313 Ocotal Way, A4312 Drakes Way and A4259 Queens Drive and Marlborough Road to Commonhead Roundabout Motorway traffic will be advised to use Junction 16 to enter or exit. HGV/LGV traffic will be diverted to follow the A4, A350 and A338.
For the Day House Lane closure traffic will be diverted via A4259 Marlborough Road, B4192 Purley Road (Liddington), and Medbourne Lane.
The Order will come into force on the 15 June 2020 for 18 months but it is anticipated the road closures will only be in force overnight during the hours of 8pm and 6am as and when required as advised by Highways England.

As part of our commitment ot improve traffic flow in this area, we plan to improve capacity on the A419 by adding a dedicated left turn lane onto the M4 J15. To enable these works we need to carry out vegetation clearance ahead of bird nesting season. We anticipate these works will take 3 weeks to complete and will take place on the verge, no traffic management will be needed but there may be some noise.
